Running the Console without docker

Hiya.

I’m going through the build process using non-docker methods. On the 2. The console - inbuxa docs page, it assumes only the docker method during the bootstrap. How would this be done without running a docker container? Is Vite a program that needs installed? Or is it somehow run through a node server?
